Two tests fail, but they're both due to fgrep spitting out deprecation
notice while the test case was expecting nothing on stdout. Effectively
passing.

The result was achieved via the following pipeline:
pkgcheck scan -c RestrictTestCheck -R FormatReporter \
--format '{category}/{package}/{package}-{version}.ebuild' |
xargs -n32 grep -L RESTRICT |
xargs -n32 sed -i -e '/^IUSE=.*test/aRESTRICT="!test? ( test )"'
The resulting metadata was compared before and after the change.
Few Go ebuilds had to be fixed manually due to implicit RESTRICT=strip
added by the eclass. Two ebuilds have to be fixed because of multiline
IUSE.

Which means that glibc needs to be masked as it's static-linking is
broken.
I considered dietlibc as a replacement to klibc but:
- dietlibc is maintained-needed too
- it could be a elibc_glibc? in DEPEND but this would probably be a
noblah USE flag
- it would mean that arches where mksh is believed to work and some of
our libc do but not dietlibc or klibc (like alpha with bug #487672)
would be prevented from USE=static

- mksh changed to tarballs so cpio and unpacker is now removed.
- Update keywords from release ebuild
- Rebuild.sh is useless for us
- Bump to EAPI 7
- Remove shell updater as mksh is in baselayout
- Remove unstable -c lto
- exeinto,doexe → into,dobin
- Add test suite dependencies
