dev-cpp/cpp-httplib has extremely unstable ABI. Prevent people from
putting themselves in harm's way by enabling the flag easily.

Instead of basically masking it everywhere, mask it in base and then
unmask it for the one (1) arch where it is fully operational, and the
two (2) arches where it can at least be used in unstable.

This comment was not consistently present in most mask files and it's
also obvious these days as the profiles are all EAPI 5, plus EAPI 5
is rather old at this point so it's not exactly a shock.

We know this only works if systemd is init because the systemd in the initramfs
cannot hand over control to openrc. Since these uki's are built on a 23.0
profile machine, they probably will also not work on a 17.x profile.

Rizin can automagically pick up a dependency on an incompatible
system-tree-sitter-c, so instead force usage of the forked
subproject. Note that I'm patching this as a one-off in this version
since the forked package has been renamed upstream and thus this
should be obsolete by the next release.
Also add a dependency on libpcre2[jit], since Rizin automagically
enables usage of it based on the target architecture, and we're not
keyworded for anywhere that doesn't have support except for x32, for
which usage is likely exceedingly rare (if existent).

I originally did this in April of 2024, but it broke CI because two
packages still needed it, dev-php/PEAR-MDB2_Driver_oci8 and
net-analyzer/zabbix. The former was removed in commit fca1c08b, and the
latter dropped oracle support in ca8b5ad7.

Drop RESTRICT=mirror.
Document manifold USE-flag.
Drop qt5 support.
Bundle sanitizers-cmake as there is and likely never will be another consumer.
Force CONFIG mode for FindBoost.
Eigen3 is a header-only library and we do not have public headers, so it's
DEPEND only.
Add egl and glx USE-flags.
Adjust ebuild style to fit the rest my ebuilds.
