net-libs/libpcap: fix BadDefaultUseFlags
-foo in IUSE is discouraged. It is equivalent (in every meaningful case) to 'foo' but confuses parsing tools like e.g. packages.gentoo.org. Dropping '-' from these flags has no impact on the actual default behaviour.
