* MAINTAINERS: ns32k is not longer an obsolete candidate,
since it has been multi-arch'd.
* NEWS: Note that ns32k-*-* is now partial multi-arch.
Move Alpha and VAX multi-arch news entries to same section
as other multi-arch news.
