[GOLD] PowerPC R_PPC64_PCREL_OPT support
* powerpc.cc (xlate_pcrel_opt): New function.
(Target_powerpc::Relocate::relocate): Optimise PCREL34 and
GOT_PCREL34 sequences marked with PCREL_OPT.
