Upgrading an old system, and cryptsetup upgrade is scheduled for after
util-linux, but util-linux requires symbol crypt_init_data_device which
was only added in cryptsetup-2.1.0. Fix dep so cryptsetup is upgraded
before util-linux.

1) The previous revision mentioned udev but the udev rule
was dropped upstream quite some time ago as it was found
to be unreliable.
We now install an init script and a systemd unit to load
the edac rules. The simple systemd unit was nabbed from Fedora.
2) We now call eautoreconf in order to refesh libtool and friends
to fix calling gcc directly.

This is needed to actually apply the tmpfiles configuration
we've installed in the ebuild. See tmpfiles.eclass documentation.
Revbump because the new tmpfiles inherit adds a new dependency
(virtual/tmpfiles).

QA policy [0] says that we don't conditionalise installation of
small files. It's a wasteful rebuild and inconsistent across packages
for when users desire completions to be available.
