This Gentoo -r3 pulls in the changes from the Hackage -r2, allowing
parallel-io to build against modern versions of the containers package.
I updated to EAPI=6 while I was at it.

Test suite is not compatible with modern QuickCheck instances:
```
tests/Arbitrary.hs:17:10: error:
Duplicate instance declarations:
instance (Arbitrary a, Arbitrary b, Arbitrary c, Arbitrary d,
Arbitrary e, Arbitrary f) =>
Arbitrary (a, b, c, d, e, f)
-- Defined at tests/Arbitrary.hs:17:10
-- Defined in ‘Test.QuickCheck.Arbitrary’
```
Binary is not really an upgradeable package. Let's drop
test suite completely.

Duplicate instance declarations:
instance Arbitrary a => Arbitrary (Identity a)

Let's drop test suite and fix it in text vector release.
