Subject: remove redundant link to devmanual from the Documentation category.
 1, it's not something the GDP maintains, we get tons of false bug reports
 about it. 2, it's not user documentation, it's developer documentation. 3,
 it's already in a much more sensible location further down, in the Get
 Involved section.
